<p>然而，<a href="https://www.independent.co.uk/asia/china/taiwan-china-cheng-li-wun-visit-kmt-leader-xi-jinping-b2952889.html">翻開《獨立報》原文</a>，不難發現一個耐人尋味的細節：那篇報導中引述最多篇幅的「台灣內部聲音」，正是范雲本人。換言之，是范雲接受了《獨立報》的採訪，提供了批評鄭麗文訪中的論點，然後再把這篇報導「外銷轉內銷」，以「英國媒體報導」的形式包裝回輸給台灣讀者，製造出「連外國媒體都這樣說」的假象。</p>

<h2 class="wp-block-heading">那位「專家」是誰？他背後站著什麼機構？</h2>

<p>《獨立報》報導標題中所稱的「experts warn」（專家警告），指的並非泛泛的學術輿論，而是一個具體的人物——國際危機組織（International Crisis Group，ICG）資深分析師William Yang。</p>

<p>William Yang在文中的表述相當明確。他指出，鄭麗文的訪問不會從根本上改變北京對台灣統一的盤算，主要只是服務於北京的宣傳與外交信號傳遞目的。他並表示，鄭麗文在訪問期間著重呼籲和平、反對台獨的言論，將被中國官方媒體放大，用以加劇台灣內部分歧。此外，楊文也提到，鄭麗文本黨內部已有領袖人物擔憂，她的訪問言論可能損害國民黨在今年11月地方選舉中的選情。</p>

<p>William Yang的分析未必全無根據，但問題的核心並不在於他的論點是否正確，而在於：為這篇報導背書的「專家機構」——國際危機組織，其資金來源是否具有政治中立性？當一個接受特定意識形態資金的智庫，派出分析師對台灣政治局勢做出定性判斷，並透過英國主流媒體向國際社會傳遞特定敘事，這背後的利益結構，難道不值得被檢視嗎？</p>

<h2 class="wp-block-heading">國際危機組織的金主：從索羅斯到左翼基金會的資金迷宮</h2>

<p>國際危機組織成立於1995年，總部設於比利時布魯塞爾，以調停國際衝突、提供政策建議為名，長期活躍於全球外交政策圈。然而，一旦深入追查其資金來源，便會發現一個令人不安的事實：這個號稱「中立」的智庫，長期接受多個具有鮮明左翼政治傾向的基金會資助，金額之大、關係之深，早已超出一般學術研究的範疇。</p>
